UPDATES
BIKE PATH ACCESS
  • The bollards and the granite boulders have been installed. Both have been installed where the bike path meets the path behind the residence hall, and bollards have been installed where the bike path connects to the baseball field path.
FORMER WEIR PROPERTY
  • All “Weir” signs have been removed by the college’s facilities department.
NEW RESIDENCE HALL
  • Councilor O’Keefe presented the college a letter on behalf of himself and Mayor Driscoll regarding the height of the residence hall. Copies were distributed to all representatives at the meeting. The letter requested that the college decrease the height of the building to four stories and move farther away from Raymond Road.
  • Ms. Bower said that the college had received feedback at public meetings about a variety of issues. She acknowledged that concern about the height has been a consistent message and that the college will draft a response with explanations as to why a four-story design was not financially feasible by the next SSCNAC meeting. She noted that there are other issues regarding this project which the college is working to mitigate.
  • Designs of this project have been posted on the Salem State College website Finance and Facilities homepage under “Resources” – www.salemstate.edu/af.
TRAFFIC
  • Andrew Soll spoke with college vendors and instructed them not to use Raymond Road as an exit route from the college.
  • Jason Silva and Councilor O’Keefe will look into enforcing the no heavy vehicle ordinance on Raymond Road and the possibility of a posted sign at the Lafayette Street entrance.
  • The Left Turn out of Central Campus onto Loring Avenue heading toward Swampscott has been reviewed Traffic Lieutenant Preczewski. This is a legal turn. There is no break in the yellow line because the curb cut is considered a driveway, not a street, and there are no breaks in the traffic lines for driveways.
LIBRARY
  • The college has not received an official report on the library at this time. Architects have been asked to focus on the spot behind the existing library as a possible location should a new library be built. The college will alert SSCNAC and abutters before testing of potential sites commences.
LINDEN STREET CROSSWALK
  • The City has added a rubber base to the barrel which supports the “Pedestrian Crossing.” It was noted that the barrel continues to blow around Loring Avenue. The barrel needs to be rechecked and secured.
  • Jason Silva spoke with the city electrician regarding street lighting along Loring Avenue in this area. The electrician is working on a revised lighting plan.
ACCESS ROAD BEHIND RESIDENCE HALL
  • Jason Silva relayed the message regarding the road behind the existing residence hall on Central Campus to Mr. Colehower. It will remain a maintenance and emergency access road to the baseball field.
NEW BUSINESS
VOTER POLLING STATIONS
  • Councilor O’Keefe is working with the city clerk and the college to combine voting precincts to have one, larger polling station on Central Campus.
RESIDENT STICKER PARKING
  • Councilor O’Keefe has worked with Mayor Driscoll to update the City’s resident sticker parking ordinance regarding Salem State students who live off campus on resident parking streets.
PARKING/STANDING
  • Jack Hoar noted that Naples Road is still being utilized as a pick up/standing zone for vehicles arriving to pick up commuter students. The standing/parking of vehicles in no parking zones on Naples Road generally takes place in the afternoon when classes get out. He suggests painting the curb and enforcing the no parking/standing zone. Councilor O’Keefe and Jason Silva will look into the curb painting of this area.
NEW BUSINESS ADDENDUM
  • In response to a question regarding the new residence hall, construction will have no effect on the City’s water or sewer lines or streets.
  • Snow Emergency Parking: The college will continue to make the O’Keefe Center parking lot available to residents of the South Salem neighborhoods during snow emergencies. Residents living in South Salem must register their vehicle at the Salem State College Department of Public Safety office on Loring Avenue to obtain an appropriate Visitor Parking Permit. The Parking and Traffic Division is open from 8:00 a.m. – 4:00 p.m. Monday through Friday. The permit will be good for the entire winter season and must be displayed on the dashboard of the vehicle at all times while parking in a College lot during snow emergencies. City residents are permitted to park only in the area desig-nated DURING SNOW EMERGENCY MUNICIPAL PERMIT PARKING ONLY at the O’Keefe Center lot near the Lussier Street end of the lot. Vehicles that do not display permits or are parked outside of the designated area are subject to parking citations and towing at the owner’s expense. Residents are further reminded that all vehicles must be removed from College property immediately following the cancellation of the snow emergency (weekends included) or will be towed at the owner’s expense. MEETING SCHEDULE
The next meeting of the SSCNAC will take place on Monday, January 26 at 5:30 in the Enterprise Center Training Room B located on Central Campus at 121 Loring Avenue.
